The Hudson Valley Regional Council was created under Articles of Agreement written and agreed upon by seven county legislatures—Dutchess, Orange, Putnam, Rockland, Sullivan, Ulster and Westchester Counties—in 1977.
Articles 12-B and 5-G of the New York State General Municipal Law gave affiliated municipalities (in this case counties) the legal authority to create regional or metropolitan planning boards and joint-purpose municipal corporations.
Under the Articles of Agreement and By-Laws, which govern the Hudson Valley Regional Council, the Counties of Columbia and Greene have the right to become members of the Council by approving the Articles of Agreement.
Our current member counties are: Dutchess, Orange, Putnam, Rockland, Sullivan, Ulster, and Westchester.
